Eviction Moratoriums & Legal Remedies
COVID-19 has continued to keep businesses closed and tenants at home. As we move into the eleventh month of the pandemic, join Jenna Hattersley, BOMA OEB Vice President and Cliff Horner, Horner Law Group, as they discuss the current evictions moratoriums for cities and counties in the East Bay. Mr. Horner will give an overview of the current moratoriums and share some projections on when they maybe expected to be lifted. A series of scenarios highlighting current challenges for property managers and owners will explored in this session.

Jenna Hattersley, RPA
Associate Operations Director, Harvest Properties
Jenna joined Harvest in 2014 and is responsible for overall operations and financial performance of 3.5 million sq. ft. of office and industrial property in the East Bay. Jenna brings 11 years of property management experience to her current role with an emphasis on maximizing operational efficiencies, budgeting and forecasting, and construction management.
Jenna began her career at Shorenstein Company in San Francisco. After working at multiple Shorenstein buildings, Jenna joined the Property Management team at The Swig Company and she was responsible for four buildings, totaling 550,000+ sq. ft. Jenna is the chair of the BOMA Oakland East Bay Environment Committee. This ignites her concentration and specialization in sustainability and enables her to focus on the introduction of sustainability initiatives into the properties she manages.

Cliff Horner, Esq.
President, Horner Law Group, PC
Cliff Horner’s 25+ year litigation experience includes all types of business and real estate disputes, commercial landlord-tenant issues, remedies under deeds of trust and other security agreements, quiet title actions, breaches of contract, fraud, broker liability, unfair business practices, trade name and trademark disputes, financial elder abuse, and various collection actions. He has appeared and argued in Federal Court, Bankruptcy Court, Superior and Municipal Courts and the California Court of Appeal. His dispute resolution experience also includes jury and court trials, arbitrations, mediations and negotiated settlements.
Mr. Horner received his law degree from the University of California, Hastings College of the Law in 1991. He received his Bachelor of Science degree in Business Administration from California Polytechnic State University, San Luis Obispo in 1986.
